Dr Kamal stresses people’s role in constitutional reforms

Eminent jurist and Gonoforum Emeritus President Dr Kamal Hossain on Thursday emphasized that any constitutional reform must be guided by the opinion of people.

Speaking through a written statement at a discussion titled ‘Bangladesh’s Constitution and Reform Proposals’ at Jatiya Press Club, organized by Gonoforum, Dr Kamal said, “The constitution is the guiding document for running the state. Over the past 53 years, it has undergone various changes. Constitutional reform is a sensitive matter and this process must be carried out based on the opinion of the people.”

Gonoforum General Secretary Dr Md Mizanur Rahman read the statement on Dr Kamal’s behalf.

He added that reviewing the constitution in today’s context is crucial but stressed that reforms must respect the constitution as the foundation of independent Bangladesh, built on the sacrifices and collective aspirations of its people.

Dr Kamal underscored that no individual has the authority to alter the constitution alone and reform proposals must align with the nation’s core values while addressing contemporary needs.

He also rejected blaming the constitution alone for the government’s authoritarian tendencies, emphasizing that strengthening democratic practices within both government and political parties is essential.

Highlighting institutional weaknesses, Dr Kamal said politicization has hindered constitutional bodies from meeting public expectations and without national consensus among political parties, democracy cannot be fully institutionalized.

Expressing hope for the future, he added, “I believe the next national parliament, formed through a free, fair and acceptable election, will meet people’s expectations and play a key role in building a democratic, just, progressive and humane state through systematic reforms.”
