Environment Adviser Syeda Rizwana Hasan on Saturday urged citizens to actively participate in the upcoming July Charter referendum, saying those who genuinely want political and institutional reforms must vote “Yes.”

Speaking as a guest at Dhaka North City Corporation (DNCC) Citizen Award 2025 ceremony, Rizwana said the referendum will be held alongside the general election on 12 February, when voters will cast two ballots; one to elect their member of parliament and the other to decide on the proposed reform charter.
Describing the referendum as a historic opportunity, she said it would determine whether power in Bangladesh shifts away from a narrow ruling elite and back to the people.“Everyone must take part, and if you truly want reforms, the answer must be ‘Yes’,” she said.
Rizwana warned that remaining silent, staying away from voting or casting a “No” vote would mean losing a rare chance to restore balance in society, possibly for many years to come.

The environment adviser, who also oversees water resources, urged voters to carefully read and understand the proposed reform measures.
She said the government has prepared detailed explanatory materials and publicity to help citizens make informed decisions.

She cautioned that attempts may be made to intimidate voters or suppress turnout, claiming early signs of fear among voters are already visible.
“We vote and then complain that our leaders are not good. That cannot continue. We must vote for good leaders,” Rizwana said.

Emphasising the role of young voters, she said the youth; who played a key role in ending authoritarian rule in 2024—must now help consolidate democracy by supporting reform.
“The fall of authoritarianism alone does not bring democracy,” she said, adding that democracy can only take root if citizens remain conscious, vigilant and committed to exercising their voting rights.
Speaking at the same event, Local Government Adviser Adilur Rahman Khan echoed her remarks, saying a “Yes” vote in the referendum is necessary to prevent the return of enforced disappearances, secret detention centres and torture.
