NICAR clears NBR restructuring, health reforms

National Board of Revenue’s proposal to create two separate administrative divisions, along with several other reform initiatives, received approval from National Implementation Committee for Administrative Reforms/Reorganisation (NICAR) on Tuesday.

The decision was taken at NICAR’s 119th meeting, which was the first held under interim government. The meeting took place at state guesthouse Jamuna and was chaired by Chief Adviser Prof Muhammad Yunus.

In total, 11 proposals related to administrative restructuring were approved.

Briefing journalists after the meeting, Chief Adviser’s Press Secretary Shafiqul Alam said the government had endorsed the formation of two new divisions under National Board of Revenue; Revenue Policy Division and the Revenue Management Division, to enhance transparency, accountability and efficiency in revenue collection and management.

He added that the Revenue Policy and Revenue Management Ordinance, 2025 has already been issued.
Senior government officials, including advisers, secretaries, senior secretaries, the Cabinet Secretary and the Principal Secretary, were present at the meeting.
NICAR also approved a proposal to restructure the Ministry of Health and Family Welfare by merging the Health Services Division with the Health Education and Family Welfare Division.

Another proposal cleared by the committee involves renaming the Ministry of Women and Children Affairs as the Ministry of Women and Children. However, its English name, Ministry of Women and Children Affairs (MoWCA), will remain unchanged.

In addition, the committee approved upgrading Satkhira district from a ‘B’ category to an ‘A’ category district, citing its global environmental heritage, tourism prospects and economic potential.

The meeting also gave the green light to the establishment of three new police stations: Purbachal North in Gazipur district, Purbachal South in Narayanganj district, and Matarbari in Cox’s Bazar district. A proposal to create another police station by splitting Raipura police station in Narsingdi district was also approved.
Finally, NICAR endorsed a proposal to correct the spelling of Bhulli police station in Thakurgaon district.
